1. In the Council of Representatives (Majlis an-Nuwwab al-`Iraqiyy) 328 members are elected through an open-list proportional representation system.
2. 320 seats are apportioned among 18 governorates and 8 are reserved for minority groups in specific governorates.
· Voting process
1. Verify voter cards, take electronic thumbprints and scan the ballot quick response code.
2. The ballot issuer provides a ballot and basic guidance on voting.
3. Cast the ballot into the electronic voting.
4. Dip the voter’s finger in indelible ink.
· Counting process
1. The Polling Station (PS) manager counts and categorizes and enters the information on the reconciliation form.
2. The results are transmitted via satellite to the Independent High Electoral Commission (IHEC) for collection and tabulation.
3. The electronic device issues a detailed report of votes in each PS.
4. The results are announced at the Governorate Electoral Office audit center.
