Kyrgyz Republic

The Capacity Building Project in the Kyrgyz Republic was conducted in partnership with the Korea International Cooperation Agency (KOICA), the Swiss Agency for Development and Cooperation (SDC), the National Election Commission of the Republic of Korea, the government and the Central Commission for Elections and Referenda of the Kyrgyz Republic. Following the pilot project, Precinct Count Optical Scanners (PCOS) were distributed to polling stations across the entire country.
Additionally, technical support was provided for election management, along with upgrades to the central server center and statistics systems, in preparation for the October 2015 parliamentary elections. This initiative significantly reduced vote counting time—from a week prior to the system's introduction to just two hours.
As a result of the project, public trust in the electoral process was significantly strengthened.
