2. 21 members are elected by plurality vote in single-member constituencies, 21 electedmembers decide each term whether they will elect the 9 Senators or allow the President to appoint them. If the President appoints them, 5 are appointed in consultation with the Prime Minister and 4 in consultation with the leader of the opposition.
3. 2 members are filled by the chief executive.
- Local elections: The Chief Elections Officer is empowered to administer and supervises the conduct of the elections. A returning officer in each constituency supervises the work of the presiding officer.

· Counting process
1. Manual Count in Polling Station: take each ballot out of the box one by one consecutively, and display it to the attending public witnesses.
2. The Preliminary Statement of the Poll is conveyed to the returning officer to make a preliminary compilation of the number of votes cast in favor of each candidate in his constituency.
