 - Parliamentary: A closed-list proportional representation system. There is one, nationwide constituency and a 3 percent threshold for entering parliament. Seats are allocated using the d'Hondt method.

 · Counting process

   1. Manual Count in Polling Station: take each ballot out of the box one by one consecutively, and display it to the attending public witnesses. 

   2. The tabulation records from all polling centers within each of Timor-Leste’s 13 municipalities are then amalgamated at municipal tabulation centers. 

   3. Within two days of Election Day, each municipal tabulation committee must send the results of its tabulation to the National Elections Commission (CNE), and then an additional 72 hours to complete and publicize a provisional national tabulation of the election results.
