2023 Election Visitor Program in Colombia The 2023 A-WEB Election
Visitor Program (EVP) for the Territorial Elections of Colombia on 29 October
2023 was held from 26-30 October
in Colombia in response
to the official invitation of the National
Civil Registry (RNEC)
and the National Electoral Council
(CNE). The A-WEB Mission comprises
representatives from electoral experts and member Election Management Bodies (EMBs) from Belgium, Brazil,
Bolivia, Guatemala, Panama and Peru. The Mission
was headed by Dr. Carmen
V.K., the head of the National Civil Registry of Peru. The A-WEB Secretariat organized
a briefing session for the A-WEB Mission to enhance understanding of the country’s electoral
procedures and systems as well as publishing a
manual book that contains detailed information on the electoral system
of Colombia and a checklist that includes multiple
questions on observing every stage of elections. The A-WEB Mission observed
electoral stages such as poll opening, vot identification, voting, vote counting and result
tabulation in Bogota and Armenia. It also attended the conference, election opening ceremony and media conference
organized by the EMBs of Colombia.   On election day, after
observing the election, all the members of the Mission gathered and had a debriefing session where members
discussed what they had observed, found lessons learned, and drove recommendations for improvement. A-WEB's Election Visitor
Program, started in 2014, has evolved into a platform fostering a cross-continental exchange of election
management insights involving over 400 electoral stakeholders from 150 organizations.   |
