The second phase of the Strengthening Voter Education course started on October 26, 2022, with 25 election officials from the Kingdom of Cambodia, the Republic of Mauritius, the Republic of the Philippines and the State of Mongolia.
Voter Education is essential to
ensuring that voters can effectively exercise their voting rights and express
their political will through the electoral process. As well aware, voter
education programs impact voter turnout. Well-planned programs can motivate and
encourage citizens to participate in the voting process. Therefore, this course
gathered officials from around the world into one venue to share their
knowledge and experiences, providing them with chances to learn from one
another and help participants to develop a voter outreach program.
Ms. Emna Bouladi, Senior Consultant
in Media, Public Outreach and Elections, explained the importance of monitoring
and evaluation for a successful voter education program. She provided two
rounds of lectures. In the first part, she discussed the difference between
"monitoring" and "evaluation" and the design of Monitoring
and Evaluation systems. And in the second part, she examined the implementation
of monitoring and evaluation systems. Also, Ms. Bouladi touched on different
types of monitoring tools used by different EMBs.
Ms. Agnes Babatunde-Kareem from the
Independent National Electoral Commission (INEC) of Nigeria presented the key
concepts of a monitoring and evaluation (M&E) system for voter education
programs within the context of Nigeria's INEC. She looked at the reasons for
setting up the M&E system, analyzed a simple logic model for M&E and
finally talked about the different data collection tools.
Mr. Jin-Gon Kim, Secretary General of
Siheung YMCA, joined the synchronous Q&A session and gave insightful
answers to the participants' questions. Mr. Kim and the participants had an
in-depth discussion regarding the Youth Monk Elections in Korea, including
detailed education procedures, the political neutrality of instructors, the
tools they use for online voting and the challenges they face in carrying out
education programs for youth.
With the lead of Mr. Kyung-Bae Park, Senior Vice President of the Korea Institute for Development Strategy, the course was wrapped up with the participants' final presentation introducing the action plan they have developed to strengthen voter education. Participants shared that developing the action plans allowed them to closely investigate the organization's strengths, weaknesses, opportunities, and threats in monitoring and evaluating their current voter education programs.
