Participation in the International Conference in Mongolia

On December 12, 2024, the General Election Commission (GEC) of Mongolia, a founding member of A-WEB, organized an International Conference under the theme “The Role of the Electoral Management Body in Strengthening Constitutional Democracy” in Ulaanbaatar.

 

 

The conference brought together experts from international organizations such as A-WEB, ANFREL, and Int'l IDEA, representatives from EMBs in Korea, Mongolia, South Africa, and members of academia. Participants examined the legal status of the GEC of Mongolia, discussed trends and challenges in electoral law, and explored procedural election laws. The event also addressed pressing challenges in electoral legislation.

 

 

The conference opened with remarks from Mr.J.Bat-Erdene, Member of the Mongolian Parliament and Head of the State Standing Committee on State Structure. He emphasized the crucial role of EMBs in upholding constitutional democracy by ensuring transparent and independent electoral processes. Highlighting Mongolia's democratic journey since adopting its Constitution in 1992, he noted the pivotal role of the GEC in laying the groundwork for free, fair, and inclusive elections.


 

GEC Chairperson, Mr. P. Delgernaran, underscored the significance of EMB independence in safeguarding constitutional democracy by maintaining a balance of power and ensuring accountability among state institutions.


 

 The representatives from the A-WEB Secretariat also contributed to the discussions. Ms. Jinju Jo, Deputy Director of A-WEB's Engagement Department, delivered a presentation on EMB Design, covering their functions, models, and guiding principles. She also outlined future trends in election management and provided actionable insights for EMBs.


 

 Ms. Ina Kim Lee, Senior Researcher at the A-WEB Secretariat, addressed key challenges and opportunities for EMBs, particularly in leveraging technology, combating AI-driven disinformation in elections, and managing electoral conflicts. She shared examples of how EMBs worldwide are tackling these issues.

 


 

Ms. Rita Taeryung Lee, Deputy Director of A-WEB's Communications Department, presented A-WEB’s role in supporting EMBs. She highlighted initiatives such as the participatory online platform for members, the World Election Database, newsletters featuring electoral case studies, and customized training and observation programs.



 

The conference provided a platform for meaningful dialogue and knowledge sharing, furthering efforts to strengthen constitutional democracy through improved electoral management.
