The national referendums were originally scheduled to take place 28 August 2021 but were postponed to 18 December 2021 due to the COVID-19 pandemic. The four referendums were proposed in accordance with the Referendum Act, which met signature requirements and were tabled to vote. The four referendums were on the following topics: the activation of the Fourth Nuclear Power Plant; the legalization of the import of pork containing residues of the leanness drug ractopamine; allowing referendums to be held on the same data as national election; and the relocation of the Chinese Petroleum Corporation(CPC Corporation)'s third Liquefied Natural Gas (LNG) terminal site o the algal reef coast of Taoyuan City and its adjacent waters.

 

The 2021 national referendum took place on 18 December 2021 from 8 am to 4 pm. A total of 17,479 polling stations were set up across the country, with 263,104 polling workers participating in the referendum. More than 8.14 million people cast votes out of a total of 19,825,468 eligible voters. The turnout rate was 41%. The ballot counting was completed at 8:20 pm of the same day. The Referendum Act stipulates that " with regard to the result of voting for a proposal of referendum, if the number valid ballots of assent are more than the number of ballots of dissent and reach 1/4 of eligible voters, the proposal is adopted." ​of dissent were more than ballots of assent for the four referendums, and hence all four were rejected. The CEC publicized the results on 23 December 2021. 

 

Under the impact of the Covid-19 pandemic, the CEC conducted the national referendums under high-standard anti-pandemic measures to ensure that the voters could exercise their rights in a safe voting enviornment. The CEC stipulated the Covid-19 Prevention Measurements and submitted it to the Central Epidemic Command Center (CECC) for reference. The CEC also conducted polling and anti-epidemic drolls to educate voters on the epidemic prevention regulations. The local election commissions were required to follow the prevention measures and poll workers were also requested to implement the tasks, so as to maintain voters' health and ensure the safety of the voting and counting enviornment. This referendum is of great importance to the future development of Taiwan and the deepening of democracy. The CEC and the local election commissions have operated independently and conducted the referendums in a free, fair, and open manner to improve various election affairs and the preventitve measures. The 2021 national referendums were concluded successfully.
