National Civil Registry (RNEC) installed 12,922 polling places (5,604 urban and
7,318 rural). During the journey, 831,913 poll workers were present to fulfill
their duty and 615,937 poll watchers were present on behalf of their political
parties to observe the electoral process. Also, during election day, pilot
biometric tests were conducted in some polling stations. Electoral Observation Mission 2023 The
Electoral Organization (RNEC and CNE) coordinated the Electoral Observation
Mission to provide guarantees and transparency to the electoral day, with the
participation of The Organization of American States (OAS), Transparencia
Electoral, Association of Electoral Magistrates of the Americas (AMEA), the
Andean Parliament, the Inter-American Union of Electoral Organizations
(UNIORE), the International Accompaniment Mission (MAI), the Carter Center, the
International Foundation for Electoral Systems (IFES), the Association of World
Election Bodies (A-WEB). At the same time, the International Technical
Assistance took place. These two activities brought experts in the electoral
field who were accompanying different polling stations on October 29 to verify
and learn about the procedures carried out by the RNEC, the Public Prosecutor's
Office, and other participating public entities. At the end of which they
presented a detailed report with the pertinent recommendations. International Technical Assistance Although the election day was a
success, it is necessary to reject the isolated acts of violence that occurred
before the elections, where the official Duperly Arévalo Carrascal was
murdered, as well as those that occurred during the scrutinies (post-electoral
stage) when different Registrar's offices and electoral materials were
vandalized.
