A WEB

Although A-WEB is a new organization, it has the appearance of a proper international organization. In October last year, the General Assembly, the highest decision-making body, was held in South Africa, and in July this year, the Executive Board meeting was held in Colombia. Although we are a latecomer to international organizations in the Western world with decades of history, we have established a cooperative system with over 30 international organizations with global authority in the fields of elections and democracy, jointly holding international conferences and consistently participating in overseas election seminars and forums. We have promoted the value of A-WEB and raised Korea's voice on the world stage. In addition, with the vision of promoting free, fair, transparent, and participatory elections around the world, we have continued to promote capacity-building training, election observation, and publication projects for member organizations.

In the opinion of the author, who majored in elections and has studied Latin American electoral systems, the work that A-WEB does is valuable and irreplaceable. For example, the A-WEB observation team found a lack of uniformity in polling place operation procedures in the 2017 National Assembly election in Ecuador and recommended that the election management agency prepare a standard plan. In the 2023 simultaneous elections in Guatemala, A-WEB's international election observer group presented recommendations for improvement to improve voting convenience for voters and strengthen ballot counting efficiency and was able to confirm whether they were implemented in the presidential election runoff held two months later. The know-how of election experts from around the world who participated in A-WEB's international election observation team was passed on.

One of the things that A-WEB does that is well-received by its member organizations is its capacity-building support for election administrators around the world. Since its launch, A-WEB has provided customized training to over 1,000 people from 87 institutions around the world. A-WEB has provided dozens of lectures per year by selecting topics such as elections, media, and fake news and strengthening the transparency of political funds through demand surveys among member organizations. The action plans for improving election management in their countries drawn up by participants during the training process are reflected in the actual policies in their respective countries. This year, the Election Commission of Thailand requested election management capacity-building training from the A-WEB Secretariat, and key executives and staff, including the Election Commission of Thailand Vice President, received training in Songdo, Incheon.

On the 12th, in celebration of its 10th anniversary, A-WEB's permanent headquarters, the Secretariat, will host a commemorative conference to look back on past activities and plan the future. According to an official from the Secretariat, this 10th-anniversary conference will be attended by A-WEB Chairman Moe pya of the South African Election Commission, as well as heads of six national election management agencies and officials from 121 member organizations and international organization partner organizations who will attend online to share each country's experience and achievements in election management and discuss the direction of A-WEB's development.

Election management organizations worldwide with different histories, cultures, laws, and election systems exchange knowledge and experience through a global network platform called A-WEB and utilize collective intelligence to manage elections, which are the center of democracy. We hope that A-WEB will continue to make great strides in strengthening Korea's soft power through 'invisible diplomacy' by making achievements in strengthening the capabilities of each country's election organizations and creating a global democratic election culture.

한국은 소프트파워의 나라이다. 1990년 소프트파워, 즉 연성권력이라는 개념을 제시했던 조셉 나이(Joseph Nye) 하버드대 교수의 최근 평가이다. 소프트파워란 강압이 아닌 매력을 통하여 원하는 것을 얻는 능력이다. 반대로 하드파워(hard power)는 힘으로 상대를 압박하여 원하는 결과를 얻는 수단이다.

소리소문없이 한국의 소프트파워를 키워온 국제기구가 있다. 인천에 있는 세계선거기관협의회(Association of World Election Bodies, A-WEB)이다. A-WEB은 전 세계 121개 선거관리기관이 참여하는 해당 분야 최대 국제기구로 한국이 설립을 주도해 2013년 10월 UN의 지지를 받으며 출범했다.

A-WEB은 신생기구이지만 어엿한 국제기구로서 면모를 갖추고 있다. 작년 10월에는 남아프리카공화국에서 최고의사결정기구인 총회가 개최되었고 올해 7월에는 콜롬비아에서 집행이사회 회의가 열렸다. 수십 년 역사를 가진 서방세계 국제기구보다는 후발주자이지만, 선거와 민주주의 분야에서 세계적 권위를 가진 국제기구 30여 개와 협력체계를 구축하여 공동으로 국제회의를 개최하고 해외 선거분야 세미나와 포럼에 꾸준히 참여하여 A-WEB의 가치를 알리고 세계무대에서 대한민국의 목소리를 높여왔다. 또한 세계의 자유롭고 공정하며 투명하고 참여적인 선거의 증진이라는 비전으로 회원기관을 대상으로 역량강화 연수, 선거 참관, 간행물 발간 사업을 지속해서 추진해왔다.

선거를 전공으로 삼고 라틴 아메리카의 선거제도에 대해 연구를 해온 필자가 보기에 A-WEB이 하는 일은 그 가치가 충분하며 대체불가이다. 그 예로 A-WEB 참관단은 2017년 에콰도르의 국회의원 선거 등에서 투표소 운영절차에 통일성이 부족한 것을 발견하고 선거관리기관에 표준안을 마련할 것을 권고하였다. 2023년 과테말라 동시선거에서도 A-WEB의 국제선거참관단은 유권자의 투표편의 증진 및 투개표 효율성 강화를 위한 개선 권고사항을 제시하였고 두 달 뒤에 실시된 대통령선거 결선투표에서 이행여부를 확인할 수 있었다. A-WEB의 국제선거참관단에 참여한 세계 각국의 선거 전문가들의 노하우가 전수되었던 것이다.

A-WEB이 회원기관들로부터 호평을 받는 일 중 하나는 세계의 선거관리자들을 위한 역량강화 지원이다. A-WEB은 출범 이후 지금까지 전 세계 87개 기관 1000여 명을 대상으로 맞춤형 교육을 제공해왔다. A-WEB은 회원기관을 대상으로 수요조사를 통해 선거와 미디어, 가짜뉴스, 정치자금의 투명성 강화 등의 주제를 선정하여 연간 수십 건의 강의를 제공해왔다. 연수 과정에서 참가자가 작성한 자국의 선거관리 개선에 관한 실행계획은 해당 국가에서 실제 정책에 반영되고 있다. 금년도에는 태국 선거 위원회에서 A-WEB 사무처로 선거관리 역량강화 연수를 의뢰하여 태국 위원회 부총장 등 핵심 임직원이 인천 송도에서 연수를 받기도 했다.

오는 12일에는 창립 10주년을 맞아 A-WEB의 상설 본부인 사무처에서 그간의 활동을 돌아보고 미래를 설계하는 기념 콘퍼런스를 주최한다. 사무처 관계자에 따르면 이번 10주년 기념 콘퍼런스에는 A-WEB 의장인 남아공 선거관리위원회의 모에피야(Moe pya) 위원장을 비롯해 6개 국가 선거 관리기관의 장이 참석하며, 121개 회원기관 및 국제기구 파트너기관 관계자가 온라인으로 참석하여 각국의 선거관리 경험과 성과를 공유하고, A-WEB의 발전 방향을 논의할 예정이다.

서로 다른 역사와 문화와 법, 선거제도를 가진 세계의 선거관리기관들이 A-WEB이라는 글로벌 네트워크 플랫폼을 통해 지식과 경험을 교류하며 민주주의의 중심이 되는 선거 관리에 집단지성을 활용하고 있다. A-WEB이 앞으로도 각국 선거기관의 역량강화와 세계의 민주적 선거문화 조성에 업적을 남겨 '보이지 않는 외교'로 한국의 연성권력(soft power) 강화에 큰 걸음을 함께 하기를 기대해본다.
