The Association of World Election Bodies (A-WEB) organized The Election ICT Capacity Building Program (CBP) from November 4th to November 10th in Songdo, Incheon with 10 participants from the Samoan Office of the Electoral Commissioner (OEC). This CBP is one of the objectives of the “Project for Improving the Election Management in Samoa” (hereafter, the Project).

The CBP aimed to strengthen the Samoan ICT electoral system. The participants discussed future plans for the 2021 election to improve the electoral environment. Also, important details of the Project were examined as the participants gained better understanding of the Project, electoral ICT and electoral information system through the lectures.

On the afternoon session of November 5th, Jae-Yoon Kim, researcher of Seoul National University, gave a lecture on the concepts of the blockchain technology applied in election processes. The participants discussed the pros and cons of applying blockchain technology in the Samoan election.

On the afternoon session of November 6th, Jin-Ho Lee, deputy head of IDC project department of KT gave a lecture covering features of the Korean data center and security measures, in comparison with other countries. Participants tried to find out the best way to improve the Samoan data center and its security comparing it with other countries’ cases.

On the morning session of November 7th, Ina Kim Lee, deputy Director of Project Management Team from A-WEB presented the El-Salvador Project consisting in the electoral information system (EIS) support. As the general ODA project cycles unfolded, participants and A-WEB staffs examined the Samoan Project’s details during the lecture, including; schedule, budget, data center support plan, etc.

The CBP ended with the lecture on the adoption of electoral ICT and legislation enactment & amendments. Su-Yeon Kim from the National Election Commission of Korea outlined the Korean electoral system including early voting, counting, overseas voting, etc. Participants looked to ways of improving the Samoan electoral management by comparing it with Korean electoral system.

On the day of culture tour, participants experienced the Korean ceramic making and learned its history, and unique features.

Then, the participants visited the Samsung Innovation Museum and learned major innovations in the electronics industry that brought on epoch-making changes in human society.

The Election ICT Capacity Building Program for the Samoan OEC concluded on November 9th with the closing ceremony. One of the desired outcomes of the CBP is to create a supportive atmosphere between A-WEB and the Samoan OEC in order to conduct the Project effectively. Based on the information obtained through the CBP, A-WEB will continue to develop more efficient election information system that is suitable for the Samoan situation, culture and tradition.
