Cybersecurity during the Electoral Period: Awareness Session with the National Cybersecurity Centre (CNCS)

Cybersecurity-related matters represent an increasingly significant challenge for electoral management bodies, demanding heightened attention and appropriate preparation from all actors involved in the electoral process.

In this regard, and in line with previous electoral events, the National Electoral Commission of Portugal (CNE-PT), in collaboration with the National Cybersecurity Centre (CNCS), held an awareness and information session aimed at the directors of the campaign structures of the candidate lists for the election to the Assembly of the Republic scheduled for 18th May 2025.

The session took place on 22nd April and had as its primary objective the reinforcement of preparedness and response capacity among campaign leaders in the face of potential cyber risks. The following topics, among others, were addressed:

- Main risk scenarios in the electoral context; 

- Recommended mitigation measures; 

- Procedures to be followed in the event (or suspicion) of cyberattacks during the electoral cycle; 

- Clarification of doubts regarding vulnerabilities and threats.

During the session, the CNCS also distributed personalised folders containing technical and informative documentation, including practical recommendations and analyses of vulnerabilities identified in digital surfaces exposed to the internet, thereby reinforcing the joint commitment to the integrity and security of the electoral process.

Cibersegurança em período eleitoral: sessão de sensibilização com o CNCS

As matérias relacionadas com a cibersegurança constituem um desafio crescente para os órgãos de administração eleitoral, exigindo uma atenção redobrada e uma preparação adequada por parte de todos os intervenientes no processo eleitoral.

Nesta esteira, e à semelhança do que sucedeu em anteriores atos eleitorais, a Comissão Nacional de Eleições (CNE-PT) promoveu, em colaboração com o Centro Nacional de Cibersegurança (CNCS), uma sessão de esclarecimento e sensibilização dirigida aos diretores das estruturas de campanha das listas candidatas às eleições para a Assembleia da República de 18 de maio de 2025.

A sessão decorreu no passado dia 22 de abril e teve como objetivo principal reforçar a preparação e a capacidade de resposta dos responsáveis de campanha perante eventuais riscos cibernéticos. Foram abordados, entre outros, os seguintes temas:

- Principais cenários de risco em contexto eleitoral;

- Medidas de mitigação recomendadas;

- Procedimentos a adotar em caso de ocorrência (ou suspeita) de ciberataques durante o ciclo eleitoral;

- Esclarecimento de dúvidas relativas a vulnerabilidades e ameaças.

Durante a sessão, o CNCS distribuiu ainda dossiers personalizados com documentação técnica e informativa, incluindo recomendações práticas e análises de vulnerabilidades detetadas nas superfícies digitais expostas à internet, reforçando assim o compromisso conjunto com a integridade e a segurança do processo eleitoral.​
