Dr. Ying-Lung You officially assumed office as Chairman of the Central Election Commission (CEC) of Taiwan on April 27th, 2026, and concurrently serves as Chairman of the Association of Asian Election Authorities (AAEA). The Chairman, Vice Chairman, and Commissioners of the CEC are nominated by the Premier of the Executive Yuan and appointed with the consent of the Legislative Yuan for a four-year term.
Chairman You holds a Ph.D. in Political Science from the University of North Carolina at Chapel Hill (UNC-CH). He is an outstanding scholar in political science and possessing rich practical experiences. Prior to his appointment, he served as a professor of Taiwan’s Soochow University, Vice Minister of Research, Development and Evaluation Commission of the Executive Yuan, Deputy Minister of the Mainland Affairs Council of the Executive Yuan, Vice Chairman and Secretary general of Straits Exchange Foundation, and Chairman of the Taiwan Public Opinion Foundation.
In his inaugural address, Chairman You emphasized that Taiwan stands proudly in the world today for two key pillars: democracy and technology. Democracy is reflected in free elections, while technology is represented by semiconductors. The former requires the CEC, while the latter relies on TSMC. He described the role of the CEC as “the guardian of Taiwan’s democratic elections.” He further underscored that the CEC’s core value is the protection of free and fair elections. Chairman You promised that the CEC will continue promoting electoral reforms aimed at building a more efficient, effective, and citizen-oriented electoral administration system.
Looking forward, the CEC of Taiwan will continue to engage actively and pragmatically with its international counterparts through the A-WEB platform to foster deeper collaboration and strengthen democratic electoral processes.
