On June 11, 2025, the Central Commission for Elections and Referenda of the
Kyrgyz Republic (CEC KR) held a press briefing to inform the
media about recent amendments to the Constitutional Law on Elections of the President and
Deputies of the Jogorku Kenesh (Supreme Council). CEC Chairperson Mr. Tynchtyk
Shaynazarov outlined the key changes, their objectives, and
responded to questions from journalists.
The amendments aim to increase transparency,
strengthen public trust, and improve conditions for the
exercise of electoral rights.
These amendments follow a broader electoral system reform supported by
the Parliamentary Committee on Constitutional Legislation,
which approved the proposed changes in the first reading.
Under the new system, which was officially signed into law by President Mr. Sadyr Japarov on June 9, 2025, the Jogorku Kenesh will be composed of 90 members elected from 30 multi-member territorial constituencies (3 deputies per constituency) using a majoritarian system. Political parties and independent candidates may nominate candidates. Gender representation requirements mandate that no more than 70% of nominees be of the same gender.
The law also introduces the possibility of remote electronic voting, subject to decision when elections are called. To reduce costs, by-elections will not be held in case of vacancies; instead, the mandate will pass to the next-highest polling candidate from the same district. If a female MP vacates her seat, the mandate will go to the next-highest female candidate.
The CEC reaffirmed its commitment to continuing open and transparent engagement with the public, ensuring that all citizens are well-informed about changes in the electoral legislation. The Commission encourages every voter to access accurate information and to actively exercise their electoral rights. |
