ELECCIA DEL JNE OBTUVO EL PRIMER LUGAR EN CONCURSO DE 

BUENAS PRÁCTICAS EN GESTIÓN PÚBLICA 

Con el propósito de fortalecer la celeridad, precisión y transparencia en la justicia electoral, sin sustituir jamás el juicio del magistrado ni la responsabilidad del equipo jurisdiccional. El Jurado Nacional de Elecciones presenta su más reciente herramienta de asistencia jurisdiccional con Inteligencia Artificial llamada EleccIA.

La aplicación de esta herramienta  permite gestionar más de 111 mil expedientes de inscripción de listas de candidatos previstos para las Elecciones Generales y Elecciones Regionales y Municipales del 2026. Además de reducir de cuatro horas a pocos minutos, la elaboración de proyectos de resolución, con trazabilidad y contenido estandarizado.

Asimismo, no solo permitirá asistir al personal del JNE en el ámbito electoral y jurídico-administrativo, posee también la funcionalidad de ingresar al sistema un expediente digitalizado, la cual evaluará los requisitos de admisibilidad, y tendrá una propuesta de resolución lista para ser revisada y firmada.

EleccIA fue implementada por primera vez en una prueba piloto en las Elecciones Municipales Complementarias 2025, donde tuvo un alcance de 517 expedientes y la emisión de 1,481 pronunciamientos jurisdiccionales. Teniendo como primer alcance los expedientes de inscripción de listas, los cuales fueron 23 expedientes y 53 pronunciamientos, donde se procesó 4 expedientes y 15 pronunciamientos relacionados con la materia de solicitud de inscripción, los cuales sirvieron como base para la validación técnica y operativa del sistema.

Es así que con su implementación, el tiempo total del proceso jurisdiccional que comprende la calificación, emisión y verificación final de expediente se redujo de 240 a 26 minutos, logrando una optimización global del 89.17 %.

Los logros obtenidos por EleccIA la han hecho merecedora del primer lugar en la categoría Gestión Interna de la XI edición del Concurso de Buenas Prácticas en Gestión Pública presentadas por Gerentes Públicos 2025, organizado por la Autoridad Nacional del Servicio Civil – Servir. El galardón fue entregado al presidente del JNE, Roberto Burneo Bermejo, por el presidente ejecutivo de SERVIR, Guillermo Valdivieso, y por la gerente de Desarrollo de la Gerencia Pública, Rocío Robles Herrán, en una ceremonia realizada en la sede de dicha institución pública.

Además el JNE compitió contra 18 experiencias innovadoras de nueve instituciones públicas. Este certamen de buenas prácticas tiene como objetivo reafirmar el compromiso de impulsar una gestión pública moderna y orientada a resultados, en la que las buenas prácticas inspiren, se compartan y se repliquen en todo el Perú.

ELECCIA OF THE JNE WINS FIRST PLACE IN PUBLIC MANAGEMENT GOOD PRACTICES COMPETITION

-National Jury of Elections of Peru(JNE)-

With the goal of strengthening speed, accuracy, and transparency in electoral justice—without ever replacing the judgment of magistrates or the responsibility of the jurisdictional team—the National Jury of Elections (JNE) presents its latest AI-powered jurisdictional assistance tool, called "EleccIA".

The implementation of this tool enables the management of more than 111,000 candidate list registration files expected for the 2026 General Elections and Regional and Municipal Elections. It also reduces the preparation time for draft resolutions from four hours to just a few minutes, while ensuring traceability and standardized content.

Furthermore, the tool will not only support JNE personnel in electoral and legal-administrative matters but will also include a function to upload a digitized case file into the system. The system will evaluate admissibility requirements and generate a draft resolution ready for review and signature.

EleccIA was first implemented in a pilot test during the 2025 Complementary Municipal Elections, where it processed 517 files and produced 1,481 jurisdictional decisions. In its initial scope, focusing on candidate list registration files—23 files and 53 decisions were processed—it handled four files and 15 decisions related to registration requests, which served as the basis for the system's technical and operational validation.

As a result of its implementation, the total time required for the jurisdictional process—including evaluation, issuance, and final verification of case files—was reduced from 240 minutes to 26 minutes, achieving an overall optimization of 89.17%.

The achievements of EleccIA earned it first place in the "Internal Management" category of the 11th Edition of the Public Management Good Practices Competition, presented by Public Managers 2025 and organized by the National Authority for Civil Service (SERVIR). The award was presented to the President of the JNE, Roberto Burneo Bermejo, by SERVIR's Executive President, Guillermo Valdivieso, and by the Public Management Development Manager, Rocío Robles Herrán, in a ceremony held at the institution's headquarters.

Additionally, the JNE competed against 18 innovative initiatives from nine public institutions. This good practices competition aims to reaffirm the commitment to promoting a modern, results-oriented public administration in which successful practices are inspired, shared, and replicated throughout Peru.
