 - Presidential: absolute majority vote, two-round system

 - Senate: member elected by plurality vote in single-member constituencies

   1. 178 members elected through open-list proportional representation system 

   2. 5 members elected by proportional representation 

   3. 7 members elected by proportional representation at the provincial level

 

· Voting process 

- Manual voting

  1. Once in the precinct voter verifies his/her polling station location

  2. In the polling station, hands in the ID to do voter verification and search in the voter list.

  3. Voter receives ballot papers that are sealed and signed by the members of the polling station.

  4. Voter goes to the polling booth and marks with an X the candidate/party of his/her preference

  5. Voter folds the ballot, making sure the seal and signature are in the front-side and places the ballot inside the ballot box.

  6. Voter goes back to table where she/he was identified and signs the voter list.

  7. Puts indelible ink in left index finger 

  8. Voter gets his/her ID back and leaves the polling station 

 - Electronic voting procedures

  1. In the polling station, the voter shall hand in his/her ID to the member of the polling station.

  2. The member shall read the QR in the ID to verify voter identity.

  3. The voter shall place his/her finger in the fingerprint reader to habilitate the automatic ballot paper

  4. In the voting booth, the voter shall select in the screen the party or candidate of his/her preference then he/she will print the vote results and review them before placing it inside the ballot box.

  5. The voter shall sign his/her name in the voter’s list and will have his/her left index finger inked with indelible ink, receive his/her ID and exit the polling station

 

· Counting process

  1. Manual Count in Polling Station: take each ballot out of the box one by one consecutively, and display it to the attending public witnesses.

  2. These will be recorded in protocol forms and copies shall be handed out Automatized scrutiny. 

  3. The copy of the results slip shall be posted on the door of the polling station.

 

· Time to take to announce voting results in the country: within 25 days of closing of polling stations
