 - Presidential: Absolute majority vote through a two-round system. *The Prime Minister is elected by parliament.

   1. Closed-list proportional representation system. 

   2. There is a 5 percent threshold to enter parliament, however, there is no minimum threshold for political parties representing coalitions of ethnic minorities. 

   3. The d'Hondt method is used to award seats.

 

 · Voting process 

   1. A vote is cast by circling the ordinal number preceding the name of the electoral list

   2. A voter shall personally fold his/her ballot paper and put it into a ballot box.

 

· Counting process

  1. On the basis of the excerpt from the electoral roll, the polling board shall establish the total number of voters that have turned out for the vote. 

  2. When the ballot box is opened, the control sheet shall be checked and valid ballot papers shall be separated from invalid ones. 

  3. The minutes on the work of the polling board are delivered to the Electoral Commission and representatives of the submitters of the electoral lists​ and are displayed at the polling stations.
