Complaints can be submitted during the process of aggregation of results and immediately after its conclusion.

 

The National Electoral Council or its Delegates have full and complete competence to assess issues of fact or law and to complaints written to them submitted during the respective counts the registered candidates, their proxies or electoral witnesses legally constituted and using as evidence to solve only the electoral documents , May, by means of a reasoned decision, decide on the claims that are formulated on the basis of the following grounds: 1.When polling stations function in places or places not authorized by law. 2. When the election is verified in days other than those indicated by the Law, or of those seated by the authority with legal powers for this purpose. 3. When four (4) copies of the counting minutes of the voting juries are signed by less than three (3) of these. 4. When the votes cast at the polls have been destroyed or lost and there is no counting of votes counting the results of the voting. 5. When the number of voters in a table exceeds the number of citizens who can vote in it. 6. ARTICLE 16. SOURCES OF FINANCING OF PARTIES AND POLITICAL MOVEMENTS. Political parties and movements may use the following sources to finance their operation and activities: 1. The quotas of its affiliates, in accordance with its statutes. 2. The contributions, donations and credits, in money or in kind, of its affiliates and / or individuals. 3. Credits obtained in financial institutions legally authorized. 4. Income derived from public events, publications and / or any other lucrative activity of the party or movement, income from the management of its own assets and those obtained from activities that may be carried out in relation to its specific purposes. 5. The financial returns of temporary investments that they realize with their own resources. 6. The inheritances or legacies that they receive, and 7.
