2025 Election Management Capacity-Building Program
Korean Civic Education Institute for Democracy (KOCEI) of the National Election Commission (NEC) of the Republic of Korea conducted the “2025 Election Management Capacity-Building Program” under the theme of “Election management in the era of digital media and technology transformation” from September 23 to October 1. A total of 12 practitioners and mid-level managers from four countries-El Salvador, Ecuador, Nepal, and Tunisia-participated in the program to strengthen election management capacity for election officials in newly democratic countries.
Through Country Report presentations, each coutry introduced its overall election environment, systems, and practical challenges, and shared views with one another. On Monday, September 29, the delegation visited the NEC of the Republic of Korea, where they were welcomed by Deputy Secretary-General Kang Dong-wan. The delegation exchanged wide range of opinions related to each country’s election system. Afterward, they toured the Election Promotion Hall of the NEC, where they observed Korea’s election management process, including equipment for early voting, ballot boxes, ballot sorting machines, and ballot-examining and counting machines.
Furthermore, the delegation engaged in lively discussions during the Action Plan Seminar to develop a better electoral system for their respective countries. In addition, throughout the training period, they had valuable opportunities to experience traditional Korean food and culture, deepening their understanding of cultural differences.
Despite the conclusion of the program, the delegation promised to continue their cooperation. They also committed to ongoing exchanges aimed at advancing democratic electoral systems. |
