EMB Information

- Constitution does not mention this organization, established by law in 2005 when Electoral Law, the Law on Political Parties, Voter Registration Law, and Election Observation Law were passed) 

 

· Number of Members at EMB: 11

- 3 by the ruling party

- 3 by opposition parties in Nat’l Assembly

- 1 Justice of Supreme Court

- 1 representative of Ministry of Territorial administration

- 1 elected by National Council of Social Communication)

 

· Main functions of EMB : 

 - Organize and direct presidential, parliamentary elections and other electoral activities; ensure that elections are free, fair and transparent.

 - Voter and civic education.

 - Supervise the conduct of voter registration and compile voter registers.

 - Rule on electoral challenges.

 - Ensure equality of opportunity and treatment of candidates.

 - Tabulate and publish the results of the presidential and parliamentary elections.

 - Approve the format of the ballot papers, seals and records and conduct ballot order lottery.

 - Issue regulations, instructions and with regard to the conduct of the election procedures.

 - Determine the location, set up and operations of polling stations.

 - Ensure adequate security conditions for elections.

 - Distribute broadcast times for radio and television for the candidates.

 - Draw up accounts of electoral revenue and expenditure.

 - Accredit observers and determine areas of activity
