Election Management Capacity Building Program

The Association of World Election Bodies (A-WEB) organized the 6th Election Management Capacity Building Program (CBP) from October 17th to 26th. A total of 15 electoral officials from Bulgaria, Ecuador, Madagascar, Philippines, and Timor-Leste participated in the program. On the theme of the ‘Roles of the Media in Electoral Processes‘, the participants shared the current status of media utilization in each country and built up action plans to improve the use of media based on various lectures and through active discussions.

On the 17th and 18th, the participants shared each country’s use of media in the electoral process and the relevant issues they were facing, then discussed how to develop action plans to address these issues.

At the session on the following afternoon, Mr. Myounggyu Ahn from the National Election Commission of Korea gave a lecture on ‘The Utilization of the Media by the NEC of Korea’. He introduced how the Korean Central Election Commission has utilized the media to convey election information and shared how press reviews were conducted.

On the 19th, Mr. Vasu Mohan, Regional Director for Asia-Pacific, IFES, gave a lecture on the “Role of EMBs in Countering Disinformation, Hate Speech, and Violence Incitement” to the participants. In the afternoon session, the participants played a role of the Human Rights Commission, Civil Society, Police Headquarter, and National Election Commission during the role-play simulation. Through this simulation, the participants were able to experience how to deal with hate speeches and resulting incitement to violence.

On the Culture Tour, the participants visited the War of Memorial, Seoul N Tower, Insadong (Experience of Korean traditional clothing, Korean-style House), Gyeongbokgung, Namdaemun Market. The participants had time to learn about the Korean history as well as the culture.

In the morning session of the 22nd, Ms. Maria Choque from Electoral Supreme Court of Bolivia gave a lecture on the “Voter Education in Bolivia”. In the afternoon, Dr. Netina Tan from McMaster University delivered a lecture on the “Electoral Management of Social Media and Fake News in East and Southeast Asia” to examine and improve how East Asia, Southeast Asia, and the participants’ countries are deliberating and managing social media and fake news.

On the 23rd, the participants visited the National Election Commission in Gwacheon, Korea, and shared questions after hearing about the history and activities of the Korean Central Election Commission. The participants also visited Samsung D’light (Samsung Electronics' global promotion and exhibition center) and enjoyed its advanced technologies.

On the 24th, Ms. Virginia Beramendi from International IDEA gave a lecture on the “Strategies for the Effective Use of the Media in Electoral Management”. Ms. Virginia Beramendi used BRIDGE modules, a specialized training program from International IDEA, to provide participants with an opportunity to discuss media in the election process and the role of election management institutions on media. On the 25th, the participants presented action plans based on lectures and discussions during the program period. Through this activity, the participants have found concrete and feasible goals to solve difficulties such as fake news that come from media utilization.

The 6th Election Management Capacity Building Program concluded on 26th with a closing ceremony. Through this program, the participants had a chance to share each country’s good practices and policies on the media use, to discuss solutions to issues related to the media, and to establish an action plan to improve media utilization.
