The 3rd General Assembly of the Association of World Election Bodies was held in Bucharest, Romania, on August 31st 2017. The meeting was attended by around 180 participants from 56 member countries and partner organizations of A-WEB. It was followed by a two-day International Conference on the theme of Counting the Ballots and Accounting for the Votes: The Use of Technology for Enhancing the Transparency of the Electoral Processes, which was organized by the Permanent Electoral Authority of Romania.

At the onset of the meeting, the inauguration of the new Chairperson of A-WEB took place. The former Chairperson Julio Cesar Castanos Guzman, President of the Central Election Board of the Dominican Republic handed over the A-WEB flag to the President Daniel Constantin Barbu of the Permanent Electoral Authority of Romania, marking the beginning of his two-year term as the new Chairperson of A-WEB.
Daniel-Constantin Barbu (born 21 May 1957) is a renowned political scientist and a writer, and professor at the University of Bucharest's Faculty of Political Science. The head of the Research Institute at the University of Bucharest and former dean of the Faculty, he is also a member of the Romanian Senate from Bucharest and former Minister of Culture.?
Achal Kumar Joti, the Chief Election Commissioner of the Election Commission of India was elected as the Vice-Chairperson of A-WEB. Apart from serving as the Chief Election Commissioner of India, Mr. Joti had served in key positions for both Gujarat and Union Governments.

In accordance with the amended Charter, new members of the Executive Board representing each geographical region were elected as the following. In addition to the new Board members, the former Chairperson Julio Cesar Castanos Guzman will serve as an ex-officio member of the Executive Board for one term and continue to share his rich experience and knowledge with the rest of the Executive Board.
